§ Mr. Edward ShortAccording to our records about 5 per cent. of day-time week-day local calls on this exchange fail for technical reasons. This is poorer than the standard for London as a whole, and a special investigation is in hand.
In 25 per cent. of calls the recipient does not reply, or is engaged, leaving about 70 per cent. which are completed sucessfully.
