§ Mr. RossI believe that the powers and discretions of the judiciary and the police are generally adequate, although I always willing to consider suggestions on this subject. It is not possible within the scope of a Parliamentary answer to deal adequately with my responsibilities for such matters as police strength, prison training and social services. A major Bill to be introduced this Session will enable local authorities to deal more effectively with the social factors contributing to crime and delinquency in the community; and I hope to encourage further experimentation in this field.
