§ Mr. Edward ShortMy proposals were designed to restrain a rise in remuneration following increases in the face value of national insurance stamps; this rise would have been greater than the circumstances warranted. The issue was referred to the Civil Service Arbitration Tribunal, whose award is now being implemented.
