§ Mr. RossThe use of standards or classifications in the Higher grade was362W introduced in 1962 in order to facilitate the selection of candidates for admission to universities. I am not clear that any similarly useful purpose would be served by the introduction of standards in the Ordinary grade. But this is primarily a matter for the Scottish Certificate of Education Examination Board which since 1963 has been responsible for the arrangements for the examination.
