§ Mr. John MorrisAs the White Paper on Railway Policy (Cmnd. 3439) indicates, determination of losses attributable to particular services or groups of services involves complex costing processes, which must be based on well-considered principles. Work on this is continuing but the Board advise me that it is not yet possible to provide realistic estimates.
