asked the Minister of Agriculture, Fisheries and Food if he will introduce legislation to amend the London Government Act, 1963 so as to permit the Greater London Council to build flood defences on the banks and footpaths of the River Thames now in the ownership of the Port of London Authority.

I believe the hon. Member has in mind problems that have arisen over proposals to improve flood protection in Richmond. I understand that the Greater London Council are considering methods of overcoming this problem. Public legislation would not necessarily be the most appropriate method of dealing with it.
