§ Mr. BennAs I explained to my hon. Friend in my letter of 27th October my Department is currently examining this question with the Board of Trade. There are a number of difficult issues to be resolved and it may be a little while before conclusions can be reached. I will inform him of the outcome as soon as this is possible.
