§ Mr. Biffenasked the Minister of Labour by what amount hourly wage rates and earnings are expected to rise as a result of the settlement of the railway guards dispute; how many are affected by these changes; and if the settlement is consistent with the Government's prices and incomes policy.
§ Mr. HattersleyThe settlement does not increase basic rates, but provides or increases mileage allowances for turns of duty (normally of 8 hours) which involve less than 148 miles travel. Nearly 10,000 such turns are worked each day; the increase in pay for these turns ranges from 7d. to 3s. 7d., and averages 3s. 0d.
I am satisfied that the settlement is consistent with the Government's policy for productivity, prices and incomes. The cost of the new allowances will be more than covered by savings arising from changes in working practices accepted by the men concerned.
