§ Mr. Denis HowellIn January, 1967, there were no local education authority areas in England and Wales in which the number of immigrant pupils exceeded 30 per cent. of all the pupils in the area. There were at that date 444 schools in 40 local education authority areas in which the number of immigrant pupils exceeded 30 per cent. of the school roll.
