§ Mr. MacCollMy right hon. Friend has accepted the advice of the Water Resources Board that, as far as water conservation is concerned, further study of the Morecambe Bay project should be given priority over that for the Solway. The Board in giving this advice recognised that study of the Solway project might also be required in the light of a programme of large scale growth in the area, but at present my right hon. Friend does not think there is a sufficient case for study of the economic effects.
