Mr. Hale

asked the Secretary of State for Foreign Affairs (1) whether he has now received a full report from Her Majesty's Consulate in Tarragona of the present whereabouts and medical condition of the young merchant seaman living in Oldham, West, who is alleged to have been fired upon by the Spanish Guardia;

(2) why the father of the merchant seaman living in Oldham, West, who was injured in a motor accident when a motor vehicle crashed in flames on being fired on by the Spanish Guardia has still received no reply from the consulate in Tarragona.

The honorary Vice-Consul at Tarragona, is also agent for the owners of the tanker concerned. Having sent a detailed report to the owners and knowing the company would pass on the information, as indeed they did, he did not think it necessary to reply direct. We must remember that Honorary Vice-Consuls do not receive a salary from Her Majesty's Government and we have every reason to be grateful to them for all the assistance which they give to British subjects in distress.
