asked the Secretary of State for Education and Science under what circumstances he accepts the order of priorities for schools submitted by local education authorities in their requests for school building programmes; and for what reasons.

I accept it if it is consistent with national policy for school building and appropriately timed. I have to distinguish between projects which can be justified on grounds of basic need and improvement projects. In assessing priorities I pay due regard to the views of authorities.
