asked the Prime Minister if he will list the functions, otter than those connected with the judiciary, over which the Scottish Office has jurisdiction in respect of Scotland, but in respect of which the Welsh Office has no comparable jurisdiction in Wales.

The Prime Minister

The responsibilities of my right hon. Friend the Secretary of State for Wales differ from those of my right hon. Friend the Secretary of State for Scotland in the following respects:

  1. (a) The Secretary of State for Wales has no responsibility for the following functions, which in Scotland are the responsibility of the Secretary of State for Scotland—
    • Law and Order (including Police; Prisons and Borstals; Approved Schools).
    • Fire Service.
    • Child Care.
    • Legislation for shops, theatres, cinemas and licensed premises.
    • Electricity Boards.
  2. (b) The Secretary of State for Wales has oversight within Wales of the execution by other departments of national policy in the following fields, which in Scotland are the responsibility of the Secretary of State for Scotland—
    • Agriculture and Fisheries.
    • Harbours.
    • Education (except the Universities).
    • 48
    • Libraries and Museums (except the National Library and National Museum of Wales).
    • Youth Service.
    • Health Service.
  3. (c) In so far as the Government has an interest in sport, the Secretary of State for Wales shares responsibility in Wales with the Secretary of State for Education and Science, but in Scotland it is the responsibility of the Secretary of State for Scotland.
