54. Mr. Spriggs

asked the Minister of Housing and Local Government if he will seek powers to stop all local authorities from using waterways for disposal of foul sewage; and if he will investigate which local authorities dispose of their foul sewage into the waterways without first treating it thoroughly.

River authorities are already using their powers to investigate, and to prescribe and enforce conditions for discharges to waterways so as to improve them. Though much remains to be done, they have made good progress. In these circumstances, my right hon. Friend does not feel that he needs to add to existing powers.

The reports of river authorities are laid before Parliament each year but if my hon. Friend has a particular waterway in mind, I hope he will write to my right hon. Friend so that he can look into it.
