Mr. Heseltine

asked the Minister of Transport if she intends the conurbation transport authorities to have power to raise development finance on the open market if shortage of finance from Government sources is the only obstacle to the early implementation of a plan.

Mrs. Castle

I shall be publishing detailed proposals for the financial arrangements for these authorities in a White Paper later this year. But I envisage that C.T.As will have broadly the same powers to raise capital as local authorities have at present.

asked the Minister of Transport if she intends the conurbation transport authorities should have power to proceed with the implementation of comprehensive plans for local development if those plans are adopted by a conurbation transport authority, but not by her Department.

Mrs. Castle

If Parliament agrees to my proposed legislation these authorities will have extensive powers to provide public transport services and promote the construction of new public transport facilities, but insofar as implementation of their plans requires financial assistance from the Exchequer they will need my approval.
