§ Mr. HattersleyThe arrangements for training at Government training centres are in general the subject of agreement with both sides of industry at national level. It follows that trainees are normally accepted into employment with the co-operation of the trade unions. In some areas, however, there are local difficulties with trade unions over certain trades.
