§ Mr. WilleyFlats have been excluded from the Leasehold Reform Bill for practical reasons such as the difficulties of flying freeholds, but the legislation which the Government are preparing to implement the Report of the Wilberforce Committee on Positive Covenants affecting Land may enable flats to be brought within the scope of leasehold reform.
