asked the Postmaster-General if he will consider introducing a system whereby, when a person is dialling an emergency 999 call, a hooter or some other signal will immediately come into operation, so that hoaxers will be deterred from making false calls.

No. Apart from the risks that such arrangement might deter people from making genuine calls and might warn criminals that the police were being called, a signal at the kiosk would not deter hoaxers. Passers-by could not know whether the call was genuine or not. My right hon. Friend the Home Secretary is as concerned about this dangerous and anti-social practice as we are and our Departments keep in touch about ways of discouraging it.
