§ Mr. Joseph SlaterNo. Apart from the risks that such arrangement might deter people from making genuine calls and might warn criminals that the police were being called, a signal at the kiosk would not deter hoaxers. Passers-by could not know whether the call was genuine or not. My right hon. Friend the Home Secretary is as concerned about this dangerous and anti-social practice as we are and our Departments keep in touch about ways of discouraging it.
