§ Mr. JayThe present pattern of airports, if not ideal, is generally adequate by spread, capacity and indeed potential for development. With the advice of the Regional Economic Planning Councils, I keep this pattern under continuous review, in order on the one hand to encourage the development of existing airports and, when appropriate, of new ones, and on the other, to prevent wasteful development.
