§ Mr. MacCollThree complaints about precepts by the North and Mid-Cornwall Board, with one suggestion for a change in the order constituting the board to allow an increase in water rate instead of precepting. The order was made with the general concurrence of the constituent authorities only two years ago, but any of them can apply to my right hon. Friend for an amending order if they think fit.
