Friends have responsibilities in this field, and a decision as to which of them should answer any particular Question would depend upon the nature of the Question. If I am right in assuming the hon. Gentlemen is referring to health risks to the population of the area surrounding the factory in question, the answer would be my right hon. Friend the Minister of Housing and Local Government.
