Mr. Blenkinsop

asked the Minister of Housing and Local Government what proposals he has for reviewing the present system of public rights of way and the procedures involved in recording, creating, closing and maintaining them.

My right hon. Friend in association with the Secretary of State for Wales is appointing a Committee under the chairmanship of Sir Arthur Gosling to consider the whole question and to make recommendations. The terms of reference are: "To consider how far the present system of footpaths, bridleways and other comparable rights of way in England and Wales and the arrangements for the recording, closure, diversion, creation and maintenance of such routes are suitable for present and potential needs in the countryside, and to make recommendations", and the membership is as followsSir Arthur Gosling, K.B.E.
