§ Mr. SwinglerThe level of expenditure on roads, including urban road schemes, in the 1970s has still to be decided, but my right hon. Friend will shortly be announcing the first instalment of a £1,000 million list of urban road schemes on which preparations are to go ahead274W in readiness for further extensions of the programme in the 1970s. Local authorities will normally bear 25 per cent. of this cost.
