§ Mrs. Shirley WilliamsAuthorities are at liberty to recruit as many teachers as they wish within the limit of the quota. My right hon. Friend has had to ask all authorities both in England and Wales to accept a small reduction of their quota pupil-teacher standards during 1967. But authorities can augment their staff with teachers off the quota including married women returners and part-time teachers. Both the authorities mentioned at present employ substantially fewer part-time teachers than the average of authorities in England and Wales.
