§ Mrs. Shirley WilliamsThe Department is currently grant-aiding a study by University of London Institute of Education of the functions of school managers and governors. Their report is likely to be ready next year. My right hon. Friend will wish to study this report and the comments by local authority and teachers associations on the Plowden recommendations before deciding what further action may be desirable.
