90. Mr. Whitaker

asked the Secretary of State for Foreign Affairs what are the remaining obstacles preventing Her Majesty's Government signing the United Nations convention on the elimination of racial discrimination.

The United Kingdom signed the Convention on 11th October last year. As the House knows, the Government are studying, in the light of the reports of the Race Relations Board and Political and Economic Planning, the need for, and practicability of, strengthening the existing Race Relations Act and administrative machinery. This bears very much on the subject matter of the Convention and a decision on ratification is not expected until our study is complete.
