§ Mr. FreesonMy right hon. Friend has ascertained from the National Coal Board that all colliery spoil heaps in their ownership have been critically examined and remedial measures taken in any case where there was the possibility of a hazard to the surrounding area.
A procedure has been established by the Board for technical and operational 174W control over spoil heaps which includes frequent and regular investigations by specialists to ensure safety and stability. The Board have also arranged courses of instruction in spoil heap management which are now being held throughout the country, and have offered specialist advice and assistance to local authorities and private owners in regard to spoil heaps which are not the Board's responsibility.
