§ Mr. Arthur Lewisasked the Secretary of State for Foreign Affairs whether, in view of the Government's basic conditions necessary for affording recognition of a foreign Government enjoys with a reasonable prospect of permanence, the obedience of the mass of the population and the effective control of the greater part of the territory of the State concerned, why Her Majesty's Government will not, on these conditions, afford recognition to the Government of the German Democratic Republic.
