§ Mr. K. RobinsonRegistration is not compulsory, but is dependent on the willingness of those concerned to make themselves known to the local authority, and registers are therefore unlikely to be complete. Authorities in various ways make known the services available so as to encourage registration; and I am considering the possibility of an inquiry into the numbers of the disabled in 299W England and Wales on the basis of a study of the measurement of physical handicap undertaken on my behalf by Bedford College, London.
