§ Mr. SwinglerMy right hon. Friend recently circulated to interested organisations a memorandum giving details of her proposals for a revised carriers' licensing system; copies have been placed in the Library of the House. She is now holding consultations with those concerned, and hopes to bring forward legislative proposals in the proposed Transport Bill.
