asked the Minister of Housing and Local Government whether he will consider recommending to local authorities the immediate implementation of the Mallaby Report's recommendations on recruitment, training and use of staff.

The Report of the Mallaby Committee on the Staffing of Local Government contains a wide range of recommendations. A few of these concern Government departments and other bodies but for the most part they are directed to the local authorities themselves and concern matters within their discretion. The Report is a most valuable document calling for careful consideration and I have no doubt that the local authorities and their associations, like the Government departments concerned, are studying it very carefully indeed.
