§ Mr. SwinglerThe scheme is included in the principal road preparation list announced on 10th May. The date when work can start will, in the first place, depend on the progress made by Essex County Council, as highway authority, with the preparation of the scheme and secondly, on its cost, relative priority and the resources available for the road programme in particular years.
