§ Mr. Harold LeverThere is no single level of unemployment which the Government would regard as acceptable in all circumstances. It is our aim to keep unemployment as low as possible consistent with regulating the pressure of demand so as to safeguard the balance of payments, and at the same time avoiding the wasteful economic, and harmful social, consequences which may arise.
