§ Mr. MacCollThe maximum reuse of waste paper is, desirable, but the Working Party on Waste Paper, which was appointed by the Economic Development Committee for the Paper and Board Industry and reported in December, 1965, pointed out that promotion campaigns on a national scale are potentially dangerous in promoting surplus tonnage. I understand that the mills could not at present handle more mixed waste paper than they are getting.
