asked the President of the Board of Trade whether he will introduce legislation to deal with the growing practice of offering gifts and prizes to consumers and trade buyers, the cost of which is reflected in the price paid by the consumer; and if he will make a statement.

Mr. Darling

The practices to which my hon. Friend refers are only two among many methods of sales promotion with similar aims and effects. In my view, they do not, in general, call for Government intervention.
