§ Mr. SwinglerTraffic management in Greater London is a matter for the Greater London Council. I would refer my hon. Friend to the Council's report of February, 1966 entitled "Parking266W Policy in Central London". Paragraph 18 explains the effect of the parking policy in controlling car commuting.
