asked the Prime Minister what changes he intends to make in the National Plan to ensure that a greater proportion of the gross national product is devoted to the elimination of poverty, hardship, and social squalor.

The Government attach high priority to these important social objectives and the proportion of Gross National Product devoted to the social services and housing has been rising since 1964. Decisions on levels of expenditure in future years must await the results of the planning operation which I announced to the House on 10th November.
