asked Her Majesty's Government:

Whether it can be arranged with retailers throughout the country that all packages of envelopes for sale from now on which are of the size and shape which would carry surcharge after the appointed date (from July 1, 1968) should carry a wrapper to say so, or in words to that effect.

The higher postage will be charged only on envelopes outside the Post Office preferred range of sizes from July 1, 1968, if they are used for mail weighing not more than 2 oz. The envelope manufacturers have been asked to mark packages of envelopes within the preferred range with a special symbol so that they may be readily identified by the public. Packages thus marked are already appearing in the shops. Her Majesty's Government think that this, together with other publicity, should serve the purpose which the noble Earl has in mind.
