asked the Minister of Transport whether she will take steps to substitute for the Emsworth short by-pass scheme either the original long by-pass scheme or some other scheme for diverting heavy commercial traffic from the centre of Emsworth which conforms with the recommendations of the Buchanan Report on Traffic in Towns.

Mr. Swingler

No. We have published proposals for an inner relief road through Emsworth in the form of draft Orders under the Highways Act 1959 and the objection period expires on 4th February. My right hon. Friend will then consider the objections received and whether to hold a public inquiry before deciding whether or not to make the Orders with or without modification.

Our proposals for this road provide for the diversion of through traffic from the main shopping area. The outer bypass is a very expensive scheme and can only be considered as a proposal for the longer term.
