§ 41. Mr. Philip Noel-Bakerasked the Secretary of State for Foreign Affairs whether he will bring before the Security Council, as a threat to world peace, the plan of Mr. Tshombe to conquer the province of Katanga with the help of foreign mercenaries, and to detach it from the Congo Republic.
§ Mr. George ThomsonNo. As my right hon. Friend will be aware, the Congolese Government themselves raised in the Security Council last September the question of a threat to the peace arising from the alleged presence of mercenaries in Angola.
