asked the Minister of Housing and Local Government what instructions he has given to the development corporations of new towns to plan the provision of all services such as electricity, gas, water and telephones through single ducts capable of inspection, thereby obviating constant disturbance of the roadways or pathways when there is a breakdown in any service or a new one has to be added to a habitation.

Before considering further action my right hon. Friend will await the recommendations of the Committee announced on 29th November last by my right hon. Friend the Minister of Public Building and Works. Meanwhile development corporations, encouraged by the Department, are already making extensive use of common trenches and some have tried, or are considering limited trials of, common ducts.
