asked the Secretary of State for Scotland whether he will in future, when granting permission to local authorities for the making of new pedestrian crossings, specify that kerbs should be ramped for the benefit of invalid chairs and prams.

Mr. Ross

The technical advice given to local authorities during the last 20 years on the design and layout of roads has included guidance on the use of ramps in the kerb for this purpose. In certain circumstances ramps may be a potential danger to other users of the footpath, and I am sure that the local authorities should continue to decide whether or not ramps are desirable at particular sites.
