§ Mr. CroslandFollowing is the estimated average recurrent expenditure per full-time undergraduate student (all faculties) at universities in the years in question. The figures exclude capital expenditure, which is not readily averaged on an annual per capita basis, and the cost of student support, but necessarily includes an element of research costs borne out of normal recurrent grant:

This is because of the development and subsequent transfer of the Colleges of Advanced Technology during this period to the university sector. The figures of recurrent cost for technical colleges also include a substantial element for loan charges in respect of capital expenditure. In 1963–64 the recurrent expenditure per student (including loan charges) in 125W English and Welsh technical colleges other than Colleges of Advanced Technology was £493, and in 1964–65 £555.
