asked the Minister of Agriculture, Fisheries and Food whether he will enlarge the Commonwealth sugar quota to allow Malawi to join the membership of the Commonwealth Sugar Agreement, receive a quota, and thus replace by trade part of the external support now received from Great Britain in the form of aid and technical assistance.

I regret that I do not feel able to do so. We are already committed under the C.S.A. to buying a quantity representing some 90 per cent of our import requirements. It would not be prudent to extend our commitments further.
