§ Mr. HealeyFollowing established procedures and in advance of public announcements, our North Atlantic Treaty Organisation allies have been kept in formed of our intentions regarding forces available to the Alliance. In accordance with N.A.T.O. procedures, any views expressed by our allies will be considered before decisions are implemented.
