§ Mr. George BrownProposals for a non-proliferation treaty are being discussed with the Soviet Union and with our North Atlantic Treaty Organisation allies. My noble friend the Minister of State with special responsibility for disarmament has played a full part in this consultation. Progress has been satisfactory, but considerable problems remain. It is too early to speak of an accord.
