HC Deb 12 December 1967 vol 756 c87W
70. Earl of Dalkeith

asked the Chancellor of the Exchequer whether he will make it the normal practice in future to introduce a separate Budget and Finance Bill for Scotland, so that full account may be taken of her need for expansionist policies at those times when restrictionist and deflationary policies may be desirable in England.

Mr. Roy Jenkins

No. In general, as a matter of practicality and in the absence of any control at the Border, the Government's fiscal policies have to apply uniformly throughout Great Britain. Our regional policies are already designed to improve the position in the development areas, including most of Scotland, in relation to the rest of the country.
