asked the Minister of Health why, in view of the waiting list of 257 elderly people for accommodation, he has refused permission to the Plymouth City Council to build a residential home in 1968.

The total value of current proposals of local authorities for building homes for the elderly exceeds the capital allocated for this purpose and it is therefore necessary to have regard to priorities of need in different areas. Accordingly my right hon. Friend has been able to allocate Plymouth loan sanction for one home in 1966–67 and one in 1969–70, but none in 1968.
