Earl of Dalkeithasked the Secretary of State for Scotland whether, in view of the fact that the measures being taken by local authorities in the Border Counties to combat the risk of foot-and-mouth disease spreading from England are in the interests of the whole of Scotland, he will take steps to reimburse them from public funds for the costs they incur.
