§ Mr. GreenwoodThe assistance given to local authorities in connection with the "Torrey Canyon" was emergency aid to help them fight pollution on a scale unprecedented anywhere in the world and which they could not have tackled unaided without placing an intolerable burden on the rates. Small-scale pollution involves different considerations, but I am making a study of all aspects of the problem, administrative, financial and technical.
